Print hard copies of your rules and have them readily available when you play. I use Robert’s Rules of Poker in conjunction with my tournament rules. There is no "one" standard set of rules for poker ... Robert's Rules is about as "official" as you can get.

The most common problems you will encounter during your tourney are … dealer errors. The dealer forgets to burn a card and a player goes ballistic because “That was the card I needed to complete my straight. Like hell it doesn’t count!”. Other common dealer errors are cards exposed during the deal or dealing too few or too many cards to a player. Have a hard-copy of the rules nearby to avoid problems ... my rulebook might save your life some day!

Your tournament rules must establish how you will handle certain situations such as seating and moving of players and what to do when one of the blinds busts out (dead button rule vs. forward moving button rule). What happens when the 2nd and 3rd place finisher both bust out on the same hand? How long can you rebuy? Make sure you have pre-established rules in place before you start your tournament.

You must choose a Tournament Director (usually yourself) who will have final say concerning rules interpretations and decisions. Be fair, but firm. If your own chips are at stake, you should allow for an impartial third party to be appointed to make a decision.
